Free 401(k) Prospecting Tools: What Each One Gives You, and the One Job None of Them Do

Updated 2026-10-05 · By the team at FiduciarySignal · Markdown version
There are four genuinely free ways to prospect 401(k) plans. The Department of Labor's EFAST2 search (no login, territory filters and CSV export through the [EFAST2 search](https://www.efast.dol.gov/5500Search/)). The DOL's downloadable Form 5500 datasets (every filing, raw). FreeERISA (registration-gated lookups over the past two years of filings, with a Deluxe tier listed at $59.95, as published and observed 2026-09-13). And FiduciarySignal's free signal: one live switch signal from your ZIP, no card. All four start from the same public filings. What none of the free tools do is tell you which plan near you is likely to change providers next. That job, not the data, is the part that costs money.

If you searched "free erisa" or "free 401k prospecting," you have already worked out the thing data vendors would rather you did not: every ERISA-covered plan files a Form 5500 with the Department of Labor, and the Department of Labor gives it away. So the honest question is not whether free 401(k) prospecting is possible. It is which free tool fits which job, and where the free road actually ends. This page answers both, with sources, and it names our own free offer alongside the others so you can judge it on the same terms.

EFAST2: the official free Form 5500 search

Start here, because it is the source everything else copies. The DOL runs the EFAST2 Form 5500 Series Search with no login, with filters for plan years, benefit types, assets, participants, employer plan types, business codes and location, plus CSV export; the results count displays a "maximum allowed" cap. Type a sponsor, open the filing, and you are reading the same document every paid tool is built on: participant counts, assets, the service providers the plan pays, and the compliance questions the sponsor answered under penalty of perjury.

Its limit is the shape of the job it was built for. EFAST2 can find filings across a territory and export the results. Paid software adds work such as providers parsed and normalized across schedules, multi-year history per plan, peer benchmarks, and signer contacts. Our step-by-step walkthrough is in Form 5500 search.

The DOL datasets: everything, raw

If you can write code, the DOL Form 5500 Datasets page publishes the complete annual filing files (observed 2026-09-13). This is the whole market, free, in bulk. It is also where most people discover why paid tools exist: one plan-year is spread across a main form and several schedules in separate files, with coded fields that do not assemble themselves into one row per plan. The data is free. The joining is work, and it repeats every time the filings refresh.

FreeERISA: the free tier of a commercial data business

FreeERISA is a registration-gated Form 5500 search operated by Judy Diamond Associates. Its product page states that it provides free access to Form 5500s filed with the DOL over the past two years, covering 2.6 million filings, 1.3 million plans, and 1 million sponsors, with a paid Deluxe Search tier listed at $59.95 that adds 5310 and Top Hat filings. Source: judydiamond.com/products/freeerisa/ (as published, observed 2026-09-13). The billing period for Deluxe is not published, so confirm it before you budget against it.

It is a genuinely good lookup tool, and the fact that it is the free tier of a paid data business is not a criticism. It is the design: sized so that the moment your use gets systematic, you are standing in front of a paid product. The full breakdown, including who owns it and where the free window ends, is in our FreeERISA page.

The free signal: one plan, one reason, your ZIP

Full disclosure, this one is ours. Drop a five-digit ZIP on the free signal page and it pulls one live switch signal from your area: a real plan, straight off the same feed the paid product runs on. Enter your name and email and it unlocks the plan sponsor, the location, and why the window is open. No card. You will get follow-up emails about the product afterward, which you can unsubscribe from in one click. To be clear about the line: the signal is free, the software is not. FiduciarySignal is paid, at published pricing, and starts with a seven-day free trial.

Why give one away? Because the objection we hear most is not "is the data real," it is "is a switch signal actually different from a database row." The fastest way to answer that is to show you one from your own area, attached to a plan you could drive to, with the reason spelled out. Judge it against what EFAST2 shows you for the same plan.

The one job none of the free tools do

Here is the thing every free tool has in common, ours included: each one answers "what does this plan look like?" None of them answers "which plan should I call first?" That distinction sounds academic until you put numbers on the calling hours.

According to Steven Wilkinson in 401(k) Specialist, roughly nine hours of cold calling produces one appointment a week. According to Sharon Pivirotto of 401kbestpractices.com, "90% or more of all plans you're introduced to won't have a need," and the typical sales cycle runs about 9 months in the small-plan market.

According to Fidelity, as reported by Fred Barstein at WealthManagement.com, 22% of plan sponsors were actively searching for a new advisor in 2023, and 37% made a change over the prior 12 months.

Hold those together. Sponsors are moving constantly. Nine out of ten of your conversations reach sponsors who are not. Both are true at once only if the switches are happening without you in the room, which is a sequencing problem, not an effort problem. More free lookups do not fix sequencing. Ordering does: every plan in a territory ranked by the likelihood of a winnable change, with the reason attached, refreshed on a schedule you did not have to run. That is what FiduciarySignal sells, on published pricing, and it is the only thing on this page that is not free.

A free workflow that actually works

Whichever route you take, work the top of the list. Calibrated likelihoods, never certainty, strongest at the top of the ranking. Built on public DOL EFAST2 data; not affiliated with the Department of Labor.

Frequently asked questions

Is there a completely free 401(k) prospecting tool?

Is FiduciarySignal free?

No. The software is paid, at published pricing, and starts with a seven-day free trial. What is free is one live switch signal from your ZIP, unlocked with your name and email, with no card required. It is meant to show you what a switch signal looks like before you decide.

What is the difference between a free lookup and a switch signal?

A lookup describes one plan's last filing: size, assets, providers, compliance answers. A switch signal is a reason to believe a specific plan is likely to change a key plan provider soon, drawn from patterns across ten years of filings and back-tested against the next year's Form 5500 filings. The lookup tells you what a plan looks like. The signal tells you which plan to call first.

Can I prospect 401(k) plans by ZIP code for free?

Yes. EFAST2 lets you search by ZIP or state with no login (observed 2026-09-13), and the free signal takes a ZIP and returns one live switch signal from that area. The step-by-step is in our guide to finding 401(k) plans by ZIP code.
